Decode full postal barcodes

POSTNET groups have exactly two tall (T) and three short (S) bars. A complete symbol starts and ends with a tall frame bar and includes a check digit so the total digit sum is divisible by 10. This is a historical postal format, not the modern USPS Intelligent Mail barcode.
